System Framework: Quick Start Guide

The System Framework: Quick Start Guide is designed to help state leaders scan their system and determine which component(s) of the System Framework might be most helpful for in-depth assessment and improvement planning. Ideally, state leaders would conduct an in-depth review of all components of their system with stakeholder involvement. However, with limited time, state leaders can use this guide to help identify a starting point. After responding to all the questions, look across your answers to help determine which of the six system component(s) might need more in-depth assessment.

State Variability in Diagnosed Conditions for IDEA Part C Eligibility

The article (featuring our own Evelyn Shaw as one of the authors!) describes state/jurisdictional definitions for Part C eligibility under the diagnosed conditions category. The diagnosed conditions category leads to automatic eligibility for early intervention services under Part C.
States and jurisdictional definitions for Part C early intervention must include both developmental delay and diagnosed conditions; at the state’s or jurisdiction’s discretion, the definition may include at risk.
This study reviewed definitions for and lists of diagnosed conditions from 49 states, DC, and 4 territories. There were 629 unique conditions listed across the states and jurisdictions. There was wide variability in the number of conditions listed; no single condition was included in all states definitions for automatic eligibility under Part C. Recommendations for reforming policy were given.

Study finds Maternal Race not a Factor for Children Experiencing a 'Language Gap'

Researchers from the Frank Porter Graham Child Development Institute at UNC Chapel Hill evaluated the language use of African American mothers in comparison with white mothers with the same education levels to measure the amount and complexity of the words they use with their infants and young children. Previous studies suggested that African American mothers, especially those with lower-incomes, provided less and lower quality language to their children than white mothers. This new study found that race does not play a role in the amount and quality of the words they used with their children or with the language skills their children later develop.

Get to Know State Partners in Early Childhood Hearing Screening

The article from the ECHO Initiative describes the state partners involved in Early Hearing Detection & Intervention (EDHI) programs, including Part C, and includes recommendations to share information and resources on pediatric audiologists, OAE screening opportunities, and services for individual children identified with permanent hearing loss to ensure that hard of hearing or deaf children 0-3 years of age are identified as early as possible and receive needed services.
