Adds “Pilot Program” which authorizes the Secretary to grant waivers of paperwork requirements for up to 4 years to not more than 10 states. States would summit proposals. (Sec 617(e)).
Adds a new section “Report” which requires the Secretary in the annual report to Congress to report on the effectiveness of the waivers. (Sec. 617(f)).
