House – Prereferral Services
Adds “prereferral services” which permits an LEA to use up to 15 percent of its Part B funds for students who have not been identified as needing special education and related services but who need additional academic and behavioral support to succeed in a general education environment. Activities permitted under this subsection include professional development, scientifically based literacy instruction, and coordination with ESEA of 1965.
