House – Referral Requirement
Adds a new requirement that applications must describe “policies and procedures requiring the referral of a child under age 3 who is involved in a substantiated case of child abuse or neglect consistent with 635(a)(5) or who is born and identified with fetal alcohol effects, fetal alcohol syndrome, neonatal intoxication, or neonatal physical or neurological harm resulting from prenatal drug exposure.” (Sec. 637(a)(5)).
