Focus of the Intensive Technical Assistance
The purpose of this intensive TA is to build the capacity of states to implement, sustain, and scale-up inclusive preschool policies and practices that promote a sense of belonging for each and every child, including those with disabilities, and for their families and workforce members who partner to support them. The goal of the TA is to support 2 states in the implementation and scale-up of high-quality and identity affirming inclusion practices. The TA will be driven by the need to increase belonging for each and every child, especially those children with disabilities with intersecting identities. We will utilize an approach that centers inclusion and belonging as defined by services that are community embedded, driven by family priorities, and occur all day every day in settings the child would access if they did not have a disability.
The TA will use implementation science (Statewide Implementation Guide) and all four sets of the Indicators of High-Quality Inclusion, including the state, community, local program, and early care and education environment indicators (ECEE; classroom). Cross-sector state teams will guide the work and community teams will identify and expand effective and equitable inclusive programs and classrooms across local early care and education programs. Key features include:
- Linked state, community, and local teams;
- The use of program implementation coaches to guide communities and programs;
- Classroom-level coaches;
- The use of culturally and identity affirming, inclusive practices (i.e., ECEE indicators) to ensure a focus on belonging for each and every child, including those with a disability; and
- The use of data for decision-making at all levels.
ECTA is inviting applications from State Section 619 Coordinators to participate in an Intensive TA opportunity that will result in the sustainable implementation of the Indicators of High-Quality Inclusion at the state, community, local program, and early care and education environment (i.e., classroom) levels.
