Description
This TA meeting provided opportunities for participants to learn about other states' strategies for measuring and improving child and family outcomes, hear the latest guidance from the Early Childhood Outcomes Center and the Office of Special Education Programs, and discuss common challenges and effective practices.
Intended Participants
This meeting was intended for Part C and Section 619 staff who work on collecting, reporting, analyzing and using child and family outcomes data, as well as TA providers, federal agency staff, university staff and other individuals who are involved with outcome efforts and planning improvements in states.
Prior to the Conference
Orientation Webinar
- Thursday, September 8, 3:30 pm - 5:00 pm ET
- This webinar was for participants new to measuring child outcomes for Part C or 619. The webinar covered the basics of the OSEP child outcome requirements: three functional outcomes, reporting categories and summary statements, target setting, and state approaches to data collection.

State TA Systems Networking Meeting
- Sunday, September 18, 9:00 am - 12:00 noon
- The NECTAC state TA systems community of practice will determine the agenda for the half day workshop based on participant needs and interests.
Updates and Sharing: Training and TA Materials on Measuring Child Outcomes
- Sunday, September 18, 1:00 pm - 4:00 pm
- Participants shared and experienced new training and TA materials for improving child outcomes measurement. Materials addressed topics such as effective assessment practices and methods for training and TA, such as video and written child examples.
Data Exchange: A Sharing Seminar for Data Managers/Analysts
- Sunday, September 18, 4:00 pm - 7:00 pm
- NOTE: a data analysis assignment was sent to participants prior to the seminar. The participants shared the results of the common analyses and discuss the implications of results. Real state data shared in this session will be kept confidential among those who attend the seminar.
Data Workshop: Analyzing and Interpreting Outcomes Data
- Monday, September 19, 8:30 am - 11:30 am
- Participants reviewed hypothetical data analyses to practice using data to identify variables related to child outcomes. Hands on activities included group discussions of possible data interpretations and implications for improvement planning.

Workshop: Integrating Outcomes Measurement with IFSP and IEP Processes
- Wednesday, September 21, 1:00 pm - 4:00 pm
- Is your child outcome measurement process a separate activity from developing your IFSPs or IEPs? Are you looking for strategies to link child outcome measurement with functional assessment conducted for IFSP/IEP development and developing meaningful IFSP outcomes/IEP goals? In this 3 hour workshop, states shared tools and resources they have used in integrating these activities. They had the opportunity to use several of these strategies to help them analyze their own state's activities and discuss how best to implement an integrated approach.
