On December 2, 2003, OSEP issued OSEP Memorandum 04-02 to Lead Agency Directors and Part C Coordinators: Procedures for Receiving a Federal Fiscal Year (FFY) 2004 Grant Award Under Part C of IDEA and Memorandum 04-03 to Chief State School Officers: Procedures for States to Follow in Order to Receive a Grant Award Under Part B of the Individuals with Disabilities Education Act (IDEA) for Federal Fiscal Year 2004. 3. New Monograph - Setting the pace: Model inclusive child care centers serving families of children with emotional or behavioral challenges

This monograph from the Research and Training Center on Family Support and Children's Mental Health at Portland State University reports on an investigation of child care programs that have successfully served families of children with emotional or behavioral challenges in a fully inclusive way.

4. State Funded Pre-Kindergarten Programs: What the Evidence Shows

The Department of Health and Human Services released a report today showing that some states are major providers of pre-kindergarten programs, a vast change from when Head Start was created in 1965. The report, State Funded Pre-Kindergarten Programs: What the Evidence Shows, shows that while there is great variation across states, most state-funded pre-kindergarten programs meet widely accepted and research-based quality standards, offer key expanded services to meet children's health and nutrition needs, and use a range of strategies to involve parents in their children's education...

5. Pediatric Research Equity Act of 2003

Today President Bush signed the Pediatric Research Equity Act of 2003, which gives the Food and Drug Administration authority to require pediatric studies of drugs when needed to ensure that they are safe and effective for children.
