1. New Guidance Documents on the Use of IDEA Part B and Part C ARRA Funds

The U.S. Department of Education has published the following new guidance documents on the use of American Recovery and Reinvestment Act (ARRA) funds:

  • Using IDEA Part C ARRA Funds to Improve Outcomes for Infants and Toddlers with Disabilities and their Families (September 1, 2009) - http://www2.ed.gov/policy/gen/leg/recovery/guidance/idea-c-reform.pdf - This document is the second in a series of the Department's guidance on IDEA Part C ARRA funds. It is intended to spark ideas about how early intervention service programs might use IDEA Part C ARRA funds to implement sustainable improvements to their systems and to promote inter- and intra-agency collaboration.
  • Using ARRA Funds Provided Through Part B of the Individuals with Disabilities Education Act (IDEA) to Drive School Reform and Improvement (September 3, 2009) - http://www2.ed.gov/policy/gen/leg/recovery/guidance/idea-b-reform.pdf - This guidance builds on earlier guidance by providing: (1) additional examples of potential ARRA expenditures that are relevant to improving results for students with and without disabilities; (2) more detailed explanations for all of the examples; and (3) suggestions regarding the coordinated use of funds to support some of the examples.

2. Promoting Social-emotional Wellbeing in Early Intervention Services: A Fifty-state View

The National Center for Children in Poverty (NCCP) has published a new brief, entitled Promoting Social-emotional Wellbeing in Early Intervention Services: A Fifty-state View (2009), by Janice L. Cooper and Jessica Vick. The brief reports on findings from a study done to determine how states are leveraging different policy choices to support the integration of social-emotional developmental strategies into Part C early intervention services. 3. Grant Notice - Paraprofessional Preservice Program Improvement Grants for FY 2010

On the September 4, 2009, the Office of Special Education and Rehabilitative Services (OSERS) at the U.S. Department of Education announced the availability of FY 2010 applications for IDEA Personnel Development to Improve Services and Results for Children with Disabilities (CFDA 84.325), Paraprofessional Preservice Program Improvement Grants (CFDA 84.325N). 4. Webcast - Early Childhood Mental Health in Early Head Start and Head Start

On September 10, 2009, at 2 p.m. ET, the Early Head Start National Resource Center is hosting a Webcast designed to help Early Head Start and Head Start staff develop an increased understanding of early childhood mental health and resources that are available to help programs improve the quality and effectiveness of mental health services to children and families. 5. Teleconference - Using the Pyramid Framework within Early Intervention Programs: Promoting the Social Development of Infants and Toddlers

On September 9, 2009 from 12-1 p.m. ET, the Technical Assistance Center on Social Emotional Intervention for Young Children (TACSEI) will host a teleconference on The Pyramid Framework within Early Intervention Programs: Promoting the Social Development of Infants and Toddlers, presented by Judith Carta, Mary Louise Hemmeter, Linda Broyles, and Kathleen Baggett. It will include a recorded online presentation and a live teleconference discussion with speakers who have begun to apply the Teaching Pyramid to programs serving children from birth to 3 years and their families.
