Kathy Whaley has over 32 years of experience in the fields of early intervention, early childhood education and early childhood special education as a technical assistance and training specialist, consultant, project coordinator and direct service provider. She co-coordinated the national Expanding Opportunities interagency inclusion initiative with a federal interagency team and national TA partners. She co-coordinated the OSEP national early childhood transition initiative, collaborating with the WWW: National Early Childhood Transition Center, the WWW: RRCP and the WWW: Data Accountability Center, and has provided intensive systems change planning and implementation activities with numerous states to implement effective early childhood transition practices at the state and local level.
